Did you check other valjoux? My valjoux22 is the same way. The real question is why not? Certainly it was a design decision someone made way back when (certainly before the recent date of 1969) and probably to make everything fit/work right they had to move something.

Chronographs are complicated so the possibility of variation is high. Look at the Lemania 15TL with the chrono bridge on the WRONG side of the balance. Why did they do that?
