Is the question whether there were 1163 Diver models, or whether this combination of dial and case is correct?

Certainly you see quite a few 1163 Diver style bezels as well as 11630 Diver style bezels (the shape/lume dot are different), so it is sure that there were 1163 "Diver" models in existence.

Normally I expected the 1163 Diver to have ridged markers - i.e. an "orange boy" style dial, but it is possible, that as Stewart says, there was a transition with a painted marker style dial in an 1163 case. In the model in the photo, the bezel and dial/hands seem to be equally worn, so not obviously contradictory….
