Mitch - At least there would be some sense to the madness in that case.
As for doing anything with a dial that has flaking paint, aside from having it re-done (which would be a terrible idea) I don't see what one could do. I remember there was some discussion over a Seafarer not long ago that a community member returned to the seller due to its dial (which was in much better shape), having flaking paint around sub-dials I believe.
