Hi,
quite a normal request when you deal with us Europeans. Your prospective buyer gets it to France quite cheap, us in Finland depending on item end up paying 34%. You can always put everything on e-mails, so that your buyer confirms that he understands the lower value affects insurance value as well and that he's willing to take that risk in case something happens. Either way, it's all up to you.
