Is it a free space issue?

I checked mine and it's still working. Is this because you have used-up 100% of the free storage, and now they are looking for a fee for additional storage per/month? Mine is at 26%. I wonder if you opened some space (by killing some nonessential pictures) if it would allow you to upload again?
