Yes I think so...at least what's concerning the VAT (not sure about the girl from Ipanema). Exporting out of Switzerland will give you back that 8%...but importing in Germany will cost you 19%. In Belgium that would be 21%.
Not sure about the penalty, but could be...not sure.
