Could it be a very poor refinish in a faded or otherwise damaged dial? Tachy bezel, hands (note craked and blackened tritium paint), crown, chrono pushers, date and even date window frame look OK. Missing indicators at 3, 6 and 9 o'clock are a clue of refinishing as well.

Movement doesn't look bad. It seems to be complete and corrosion free. A project watch waiting for a proper dial.
