It's my gut feel that the thicker hands were what Heuer intended to use with double indices watches from day 1, but as ever they were pragmatic and used up the existing supply of narrower hands first. It's much easier in my mind to make that argument than one for the fat hands and single indices combos we sometimes see - that for me speaks more of replacement hands.
