SCAN REQUEST: My newest Wakemann *LINK* *PIC*

Boy, oh, boy. Mike the Mailman(no lie)showed up today with my latest ebay gem. I really bought this because I had never seen anything like it in any watch line. It is in awesome condition, colors very bright, and I just love the complexity of the dial setup.

Now the quiz: On the top of the dial at 12, there is the word "REGATE" with 15 right below that, then decending numbers 10, 5, 0 going clockwise to the 3 o'clock position. What's this for? My guess, being a sailor, is a countdown timer for race starts. Any other guesses?

PS. Next time I wll try to get the big hand off the "W". Most of my shots I try to get the hands away from the subdials and any writing. Something to remember yourself when composing.
