Yes. Much of this is explained in the zOwie Wristwatch FAQ (link above).
But the quick summary is that authorized dealers have to keep buying minimum quotas to maintain their official status and bulk discounts from Omega.
So what do these dealers do when they are required to buy more than they can resell to their customers? Are they truthful to Omega and lose their volume discounts, or even worse, their authorized dealer status?
Well, what some do is to violate their contracts with Omega and resell the watches to other stores that are not authorized by Omega. That's the reason some remove the external serial numbers -- to make it harder for Omega to trace back which authorized dealer violated their contracts!
