Mine is seconds a day slow. I'll probably have it adjusted when I take it in for it's third birthday exam. My minute counter clicks over between 59 and 60 seconds, if that's what you're asking.
If you're asking whether the minute counter is supposed to click over as opposed to running smoothly like the second hand and hour counter, the answer is yes, the minute hand is supposed to click over one minute at a time.
