Here's a follow-up to my own question.
Today I received an email from Omega AND a telephone call (WOW!) from the manager of the Omega/Swatch USA customer service center in Pennsylvania. We had a very nice conversation during which I was assured that the battery would be replaced at no charge and the seals retested. Also, he raised the possibility that there could be some kind of short causing an undue drain on the battery, which would also be investigated.
According to Omega, the watch left the factory on 8/23/98 and the battery should have been good for 22 months.
They certainly seem willing, I'm impressed so far.
