While your identification may be accurate, remember the 30.10 RA and 28.10 RA are nearly identical in appearance. By the way, you can positively identify by 1) measuring the base plate of the movement or 2) looking under the balance wheel.

Dial cleaning and refinishing can be expensive. Ask several watchmakers and see what they think. A web search will give you several alternatives in the US, and a phone call will get you an idea as to prices.
