That's not normal, Nelson. That movement has a quick change time-zone feature at the first click of the stem, which adjusts only the hour hand. Perhaps try adjusting the hour hand only with the stem at its first position, as this may "jump start" the movement of the hour hand. Otherwise, the movement, which I'm guessing is a 1538, may need repair/replacement. An entire replacement movement is available brand new on the internet to watchmakers (or you, if you're brave!) for a very reasonable cost, so don't let a watchmaker charge you more than $200 for a repair.
