Hi Jeff, it's been offered to me as a trade. The buyer bought it a while ago.
My gut feeling was a refinished dial. As you say the sub dials are a mix of styles. The hour counter would probably have been 1-12 in that era rather that 3,6,9,12 and I'm sure the font used on that dial is much later.
Interesting piece, nice Valjoux 72 movement but just no sure about the dial.
