Bob,
You are right.. and I saw an episode of (UK) Top Gear, where they went to China to check out the cars there.
They looked at blatant copies of BMW X5 4x4s (amongst others).. they are not replicas, but bloody damn close, and BMW have been completely unsuccessful in trying to prosecute, as, like you say, the Chinese Government won't allow prosecution.
