If it still looks dirty and bothers you, after you have replaced the crystal, then maybe you would re-lume the hands.
This one shows some honest age, and I imagine that I would be happy to display that age under a fresh new crystal!

I am guessing that replacing the crystal will make a world of difference, in the look of this watch. I would start there, leaving the hands and dial untouched.
