the e-mail sounds very suspicious, it might be spam and the wrong people try to give you a false link to your account, so they will get your password. So DON'T use that link!!! I think I got a similar e-mail a while ago, always the same dirty game. Log in to your paypal account the usual way (e.g. paypal.com) and then see if there is any information about the problem. If there isn't, you should ignore the mail and forward it to paypal so they can check it and take further action (spoof@paypal.com).

In case that you have already followed the (false) paypal link: Change your password immediately and contact paypal (but not the gangsters!).
