From my own experience whilst Ebay insist sellers offer paypal they do nothing at all to enforce the rule & are quite happy to let the seller refuse to accept it as happened in my case.

From my perspective it means a seller can thus decline to accept paypal if they dont want to & Ebay wont do anything.

Incidentally in the UK it is becoming common for sellers to offer a discount (around 3%) for sales where paypal is not used.
