This is tremendously interesting. We (Zenith aficionados) have been assuming these service dials have only been available since the 2009 issue of the heritage edition New Vintage 1969. Recently, a watch serviced in 2008 and equipped with a service dial was identified on a foreign forum, and yours is earlier still. I guess Thierry Nataf (Zenith's previous CEO) was not entirely blind to the appeal of vintage Zeniths after all...
