You mean the lugs that protrude from the case to hold the band? That watch must have been hit pretty hard to break those off.

Should be obvious... take it to someone who repairs watches.

No way to estimate the cost. Would require a professional to examine the watch and see exactly what the repairs would entail.

But realize that the watch, if restored to very good condition, would likely be worth only about US $250-400. So the cost of such a repair (and any other service that watch may need) could easily exceed the value of the watch.
