Routine Service and Dial Refinish

I own two Omegas which in the past had been serviced at the Omega Scranton facility. I see they no longer have a factory service in the U.S., but have authorized service centers (correct me if I am wrong on that)

I have a 711 calibre that is need of routine service. However, something has caused the lacquer on the dial to craze, and it is literally flaking off. It was originally finished to appear as a brown tiger eye quartz.

Frankly I am baffled as to what could have caused the finish to come off. I had lent the watch to my son-in-law to wear to a function, and when I got it back it appeared the crystal was crazed. Not until I removed the movement from the case did I learn it was the dial flaking. Might I have cause to dispatch my s-i-l?

So, among the authorized service facilities, which do you recommend? Any to avoid?
Recommendations for the refinishing of the dial?

Oh, and insuring for shipping. I did not mention it previously, but the case and integrated bracelet are 18kt and all in nice shape. What is a realistic value to place on it for mailing?
