It seems to be the old-fashioned acrylic (plastic) crystal. These were produced well before Heuer was using the mineral crystals.
It is interesting to see how the re-issue of a watch like this creates interest in the vintage ones. Here is today's Hamilton's new version of the Pan-Europ, shown above the vintage model. The re-issue looks well executed, to my eye.
