Inside is probably a Venus 170. The top register is simply a 30 minute register, just oriented vertically rather than horizontally for that movement.
Fred's is an uncommon silver dial. It is more common to see that orientation on military-style black dial watches with radium numerals. Richard Crosthwaite has one for sale at the moment on Heuer Central:

On eBay, they often sell for a little over $1,000, which is a fantastic deal for a vintage Heuer. I think the movements aren't known to be particularly good and these watches are generally on the smaller side, which is they have stayed low in price.
