I am not 100% sure on the T/C's, but buying via PayPal allows you to open a case against the seller with some traceability. I have heard that the buyer is generally more protected then the seller. Additionally, you can use a Credit Card (like Amex) to make the payment. If something does go wrong, you can dispute the charge via your Credit Card company as well.
