you ask whether the dial could have been restored.

I would think that someone has produced a load of the 73663B (Manual-wind, Blue Monacos) dials . . . at least the white-register-on-blue-dial version. These guys show up all around the world, though I have been told that the re-finishing we done in Germany. These tend to have the short hands, open "4"s, randomly-scattered markers, etc.

the blue-on-blue that you are considering might be a different animal. still, difficult to authenticate.

if the dial has been refinished, this would result in a significant decrease in the value compared with an original dial.
