Most likely, the dust may have been inside the watch since it left the factory -- but not in an as obvious position. More recently shifted into a noticable position. Static electricity can move dust particles like that.

But you are incorrect that watches are AIR-tight. They have to allow some air movement around the seals so the excessive air pressure inside does not pop the crystal out when you go to a high altitude or similar situation where the pressure inside the watch is significantly greater than that outside the watch.

That's what the Helium Relief Valve is for -- a special condition where diving-bell type explorers get into unequalized pressure situations that exceed the watch's ability to equalize pressure around the seals rapidly enough during decompression.

But since water molecules are bigger than air molecules, something can be water-tight without being totally air-tight!
