It ALWAYS depends on the movment -- that's where the date change mechanism exists! Each movement design may choose to implement the features or not based on the needs for size, complexity versus simplicity, cost, and room for other complications.

While I'm sure most companies prefer to include these features, there are certain tradeoffs within the design of each movement.

For example, the Seamaster GMT is based on the same movement as the regular SMP. Yet the regular SMP has rapid date set and the GMT doesn't. They had to sacrifice the crown position ususally used for setting the date to operate the GMT function.
