You are correct. It is NOT a count down, but an elapsed time. When starting the dive, just before you start down, you line the bezel up with the minute hand. As the minutes tick by, they indicate elapsed dive time. That is why the bezel only turns one way. If you were to accidently turn it, it would indicate that you were down longer than you really were,, consequently you would cut your dive short. (this is SAFE). If it were to turn the other way, or both ways and you accidentally turned it, it could indicate a shorter time than you had actually been diving. This could be VERY DANGEROUS. As for the different markings, I think its all about looks only.
