Not really. the numbers are not coded and are not completely sequential. So only OMEGA can look up the details.

No idea what a CONUS is.

That price actually sounds alarmingly cheap. Make sure it is not a fake and it is in good condition -- when a price is unbelievably low, you might be getting less that you bargained for.

A broken clasp is trivial -- it can be replaced for about $80 for the part.
