More likely an error on the recieving end. Clocks like that pick up radio signals from shortwave stations like WWV in Colorado and try to read the imbedded data transmission.

Time.gov is good. Also great are programs like Dimension4 and SocketWatch that sync your computer clock with the various time servers on the Internet.

Also, if you get cable tv, the clock displays on The Weather Channel are usually perfectly in sync with atomic time. And many modern cell phones that display the time are also getting their time sync from atomic clock sources.
