Yes, if the dollar strengthens significantly it might make a difference. Currently an Aqua Terra Automatic with metal bracelet lists for Swiss Francs 3100, which is now $2400. Most shops will take off about 7% for cash and diplomats, or visitors can get the VAT taken off for another 7%: that's still $2050 dollars. I've seen the watches on internet for about $1850.
I've explained this in the shops, trying to get them to come down so I could buy a watch, but they don't believe that prices can be less outside of Europe.
