Well, not quite: The 1-10 scale has one mineral for each value (so that if you bring those ten with you, you can test the harness of unknown minerals and other materials), and among _those_10_, diamond is the only one which can scratch corundum, which is the mineral sapphires and rubies are made of.

If it's like a regular knife (approx 6-7), no it won't scratch sapphire (9). But there are carbides which will.
