The "balance complete" is the balance, the balance staff, the roller assembly, and the balance spring. Last time I bought one of those was for an Omega caliber 354, and I think it was around $30 or so. I could see them wanting to replace the balance assembly if they can't regulate the watch closely enough. While I'm not a watchmaker myself, I can tell you that some of the operations of watch adjusting include manipulating the balance, changing the shape of the balance spring, and so forth. If a previous watchmaker bent things out of shape far enough, there's nothing you can do to get it as close as new.

Omega customer service should be able to tell you how much a balance complete would be for that caliber.
