Possibly, the error is introduced in the method you use to access each of these clocks.

For example, you can listen to WWV from Colorado over Internet radio, but the time it takes to compress, transmit, and play back the audio through the Internet adds a number of seconds. Even listening to it live, there is a slight delay as your distance from the transmitter increases.

Most of the programs that set your PC clock via the Internet correct for delays to within a hundredth of a second. But then a clock display on your PC is subject to operating system processing priorities that can cause a slightly uneven or delayed display.

But 10 seconds seems a lot more variation than I would expect from any of these methods *except* Internt radio.
