A miniscule misalignment (one or two 1/100th of an inch) is considered normal. Trivial differences that are perceptible but below the level that they interfere with accurate time reading should not be of any concern.

If it is off by a full 1/5 of a second marker, then it probably should be adjusted.

You can also leave that second hand running all the time if you want.
