If you send a request to Omega Customer Service via their web site (Click on the 'Contact Us' link), they will respond in a few days.

Last week, I requested verification of my watch's serial number, and asked them to provide some pertinent information. Also, I inquired about the procedure to obtain the COSC certificate for my watch.

Their response more than I expected - not only did they verify my serial number, but they also stated that the COSC certificate has been ordered, and would be sent directly to my home. No mention was made as to any fees or charges.
