The Theory is All About Buyers
In Response To: The Question: Does "Buyer Protection" Put Seller at Risk ()

Sellers have experience and no other venue. Buyers are their issue. They need more buyers, and are willing to tolerate the scams and cheats to get the new legitimate buyers in the door who have been afraid to take a chance up to now. It's a cost benefit analysis, with the sellers giving up security to encourage new buyers.

The bottom line is that as long as the sellers have no better alternative, they will accept the risk.
