what about the links in that e-mail, did they transfer you to a wrong site? You can just try by logging in with a wrong e-mail address/password and see if it works.

So far, I didn't encounter any problems with paypal, but I use it as a buyer mostly. I have also heard it the other way round, eg. the buyers don't find it easy to get their money back if the seller hasn't sold what he has promised, but I don't know what is more common.
