Me too suspicious, the two I own, where I know provenance have the sunken 15.
Next time in Munich will have a closer look.
I had the opportunity to talk to two former Heuer employees about the pvd Monaco.
Both said watches had trial run charakter, they found out that the black painting did not last to the case very long, hence no production.

: "telltale" . . . a red numeral on the date disc or the
: wrong finish on the PVD. I don't see a second telltale here, but
: perhaps that's only because we are looking at such small photos.
