They don't count, quite. This is Heuer joining in the (slight) obfuscation of where watches were "made" at this point in the late 70s. These both have "Ebauche Suisses", which means that the movement has to be assembled and inspected in Switzerland and have at least 50% Swiss component parts by value. It kind of gets around the fact that final assembly of these was in France. The "Ebauche Suisse" text didn't reign long, these were soon proclaiming their country of assembly with "Made in France" on the dial.
