The movement looks clean...

It looks like it's just cosmetic issues with the case itself, as the movement looks clean. And since you say that everything runs ok and the dial is in great condition I think it may be ok. You may want to send it to a Heuer restorer like Abel Court in Europe or Craig Bergsma in the USA, there may be others but you need to make sure they know what they're doing with the case, sometimes they may even recommend leaving it alone.
