It surely can happen that the watch was purchased by your seller in good faith of a recent full and expensive service. Of course if he afterwards corrects this decleration into a questionable "my watchmaker had a look on it" we are talking about quite difference of facts and ca. value of around 300.-. and more.
I`d say your seller neither needs to take care of the full service from your side or he should just take the watch back. If there are Paypal fees and high shipping costs i`d say at least a splitting of these costs would be smart and fair. Wasnt there an option in Paypal you just could return a payment to the sender without any fee?
Hope you where satisfied with the visual condition of the watch as a movement can comparably easy be serviced but a bad dial is something major?
