While it is clearly a word, its a none standard one, as the definition you cite states:

irregardless adverb NOT STANDARD
without attention to, or despite the conditions or situation; regardless

Irregardless of whether he gives me a raise, I'm quitting at the end of this week.

The American Heritage Dictionary concurrs and adds " a double negative is never acceptable except when the intent is clearly humorous".

So, while the word 'irregardless' is officially defined by many sources, its use appears to be discouraged.
