I cannot discuss the subject as an Heuer expert but had the opportunity to ask some man that served in those countries about the watches featured in the pictures. From the small sample of 12 soldiers none had ever seen such watches. They all mentioned that soldiers did not receive any watch from the armed forces (and this includes man from army, navy, air force, and commando special forces).
One of the men served 2 commisions as a helicopter pilot in Moçambique and said that from what he recalls even pilots did not receive any watch from the air force and had to buy one from their own money.
He is a fairly informed man and also made a few curious comments:
- It may be possible that this watches were only given to jet fighter pilots (the higher ranked pilots) or high rank officers.
- The watches don´t seem to have been in Africa because they look pretty new.
- He found strange watches issued to Cabo Verde and São Tomé e Principe because the armed foreces presence was minimal, with only a small company in each country.
I also had the opportunity to ask the Portuguese Air Force Archives about the watches and they have sent me a reply. I have sent the first photo and they cross-checked it with photos from the archives and found no match. I also asked if they had any register of Heuer watches issued to pilots or other officers and they said that in their gear registers they found no information about Heuer equipment.
At least officialy those watches were not included in the Air Force equipment. I can forward the reply from the chief of the archives if someone wants to red it.
Previously I had asked about the period of the watches because in the early seventies there was significant turbulence in the Armed Forces and the theory that they may have been ordered but not paid for is plausible.
Greetings from Lisbon,
Guilherme
